Command Hierarchy & Autonomy – The structure mirrors the Civil Doctrine’s geography but governs internal command, not public action. Clear tiers ensure agility, accountability, and resilience.

1. Local Level (Zip Code / City Part)
Leadership: 1 Cell Coordinator.
Responsibility: Direct mission execution, daily member communication.
Autonomy: Full independence on local matters within doctrine boundaries.

2. City Level
Leadership: City Council of 3–5 coordinators.
Responsibility: Approve demonstrations, city-wide coordination, security, logistics.
Threshold Rule: Cities >5,000 members split into City Parts. Parts >2,000 subdivide into Zip Cells.
Reporting: Monthly summary to Regional Council.

3. Regional Level
Leadership: Regional Council of 7.
Responsibility: Training, city oversight, doctrine uniformity.
Authority: Reorganize or merge city structures for efficiency.

4. National Level
Leadership: National Council of 9.
Responsibility: National operations, legal liaison, unity enforcement.
Autonomy: Strategic independence, always aligned with The Grand Doctrine.

5. Continental Level (European Coordination)
Leadership: One delegate per National Council.
Responsibility: Cross-border alignment, defense of European interests, doctrine unity.

Recruitment & Vetting – Everyone may volunteer. Trust is earned through action, never words.
Open Door: Anyone can help; responsibility only to the proven.
Track Record: Built by completed missions, honest reports, discipline.
Vetting: Newcomers start with minor civic tasks → trusted circle → mentorship rights.
Trust is deeds, not declarations.

Operational Divisions – The movement runs as a coordinated machine of specialized branches. Each has leader + deputy, reporting to their council level.
• Research – Verify intel, produce reports.
• Communication – Internal comms, public tone.
• Logistics – Tools, transport, supplies.
• Legal – Lawful action guidance, compliance.
• Digital – Online presence, platforms, security.
• Civil – Citizen & volunteer coordination.
• IT & Infrastructure – Systems, encryption, archives.
New divisions (Education, Media, Finance, etc.) form as needed.

Mission Lifecycle – Every mission follows a disciplined cycle:
Planning → Approval (next level) → Execution (clear roles, max legality) → Debrief (short reports) → Archival (secure) → Doctrine Review (evolve via reflection).

Internal Discipline – Unity and truth are sacred. Violations result in removal.

Every resource is pooled voluntarily among our own members, in alignment with the Economic Justice Agenda outlined in the Civil Doctrine. All contributions—whether materials, tools, or transportation—serve a clear purpose toward our common goals. Equipment used for protests, demonstrations, or public appearances will be carefully stored and maintained by trustworthy members or in designated storage spaces for future use. If you possess something that can aid our missions—be it supplies, equipment, or even your time—it will be valued and put to good use. Every effort, no matter how small, strengthens our shared cause.

Training & Education – Leadership is formed, not improvised.
Levels: Basic (doctrine, comms, activism) → Operational (coordination, crisis) → Leadership (strategy, morale).
Methods: Digital courses, study circles, senior mentorship, cross-division knowledge transfer.
Goal: competence by experience, not titles.

Continuity of Command – Automatic resilience if leadership is lost.
• Deputy System: Every leader has a second.
• Local Independence: Lower cells act if higher comms fail.
• Emergency Councils: Next tier elects replacements within 48 hrs.
• Archival Access: Encrypted doctrine copies at every level.

In Enemy Camp – If you work inside hostile institutions, never claim affiliation. Your covert value outweighs public loyalty. Leak via safe channels; spread knowledge internally so blame cannot pinpoint you.
